Correcting Military Records and Upgrading
Discharges through the Board for Correction of
Military Records (BCMR) or Discharge Review
Board (DRB)

Military members and veterans who believe that an error
or injustice has been committed and resulted in an error
in their military records or an inappropriate discharge
have recourse to two boards.  

Each service has a board for correction of military
records (BCMR) which reviews applications from
members and veterans.  The BCMR has broad authority
to correct records (and upgrade discharges) based on
an "error" or "injustice."  Applications are expected to be
received within three years of the time the member or
veteran knew or should have known of the error or
injustice, but this requirement may be waived for
good cause.  

Each service also has a discharge review board (DRB)
which reviews applications to upgrade the terms of a
member's discharge.  The standards for the DRB are
different.  The DRB reviews an application to determine if
the discharge violated the principles of "equity" and
"propriety."  Equity is concerned with equal treatment and
fairness in the application of standards.  Propriety deals
with whether the service followed its own rules and
regulations in discharging you.  Applications to the DRB
are to be received within fifteen years of the discharge.  

At each board, the burden is on the individual member or
veteran to make the case as to why their record should
be changed or their discharge should be upgraded.
